Is there a smell during application?

Almost none. The products we use are water-based and the room can be slept in afterwards. Even so, leaving a window ajar the first night helps.

Can it go over existing paint?

In most cases yes, but not automatically. It can't go over distemper — distemper breaks down with water and takes everything above it with it.
