Can the surface be cleaned if marked?

Sealed surfaces wipe down with a damp cloth. If you want a wipeable surface, say so at the start so we choose the finish coat accordingly. A sealer can be added later, but it deepens the colour slightly.

Can it go over existing paint?

Over sound, matt emulsion it can, with a primer. It cannot go over the distemper we often meet in older apartments; distemper breaks down with water and takes everything above it with it. We decide with a tape test.
